Almost everything written about water on this coast is really about Durban, and almost none of it applies here. Ballito is in KwaDukuza Local Municipality, in the iLembe District, and retail supply in the area runs through Siza Water rather than the municipality directly. The rationing windows, the throttled reservoir inlets and the daily empty-and-refill cycle that shape plumbing across eThekwini are simply not the situation in Ballito.
The supply position here is genuinely good, and it deserves saying without hedging. The North Coast Water Supply System draws off Hazelmere Dam, which sat above full supply capacity at the start of the 2026/27 operating year. On that basis the Department of Water and Sanitation determined that no restrictions were required for the year. Ballito is not short of water.
And yet, in early January 2026, Ballito and Sheffield spent part of the holidays without supply. Emergency repairs were under way at the Hazelmere Water Works after a leak affecting the Avondale Reservoir, which serves the whole concession area. The dam being full made no difference at all, because the constraint was never storage. It was that a great many properties depend on a small number of pieces of infrastructure, and when one of them needs attention there is very little to fall back on.
That is the distinction worth holding onto, and it points in a slightly counterintuitive direction. A house on a rationed Durban zone faces a predictable problem: the water goes off at published times and you can plan around it. A house in Ballito faces an unpredictable one, at lower frequency, with no warning and no schedule to consult. Meanwhile more than 140 new industrial and housing developments have been proposed along the N2 corridor, all drawing on the same delivery system, while the Department has flagged rising demand, climate variability, water losses and ageing infrastructure as pressures on it.
So the case for a tank in Ballito is not the case for a tank in Chatsworth, and it is arguably stronger. You are not buying cover for a window you can read off a schedule. You are buying cover for the morning nobody saw coming, over a long holiday weekend, when the repair is at a treatment works and the estimate is measured in days. The capacity needed is smaller than on a rationed zone. The reason for having any at all is better.

No, and it matters more than a boundary usually would. Ballito falls under KwaDukuza Local Municipality in the iLembe District, not the eThekwini metro, and retail water in the area is supplied through Siza Water rather than by the municipality directly. So the rationing schedules and reservoir throttling that shape plumbing across Durban do not apply here. Ballito has a different supply system, a different dam and a genuinely different set of problems.

Because having enough water and being able to deliver it reliably are different problems. In early January 2026 emergency repairs at the Hazelmere Water Works, following a leak affecting the Avondale Reservoir, left Ballito and Sheffield without supply during the holiday period. The dam was not the constraint. A single reservoir and treatment plant serving the whole concession area was. That is the pattern here: not shortage, but a system with very little slack in it.
On balance yes, and for a different reason than a Durban household would. In the metro, storage is about covering published outage windows you can see coming. In Ballito the outages are unscheduled, which arguably makes storage more valuable rather than less, because you cannot plan around something nobody announced. You do not need the same capacity as a property on a rationed zone, but a tank that carries the house through an unexpected day is a reasonable thing to own here. It is the question the whole corridor turns on, and the numbers are public. More than 140 new industrial and housing developments have been proposed along the N2 corridor in the region, and every one of them adds to daily potable demand on the same system. Storage levels in the North Coast system remain favourable for now, while the Department has noted that rising demand, climate variability, water losses and ageing infrastructure are all increasing pressure on it. A full dam today is not a promise about the delivery network in five years.
Salt-laden air is hard on anything metal that is exposed, and in Ballito that means the fittings people forget about: outdoor taps and their spindles, exposed pipework on a wall, pool plant, geyser drip tray overflows and any external bracketry. These corrode considerably faster within a kilometre or two of the sea than they do inland. It is worth including exposed external fittings in anything you have looked at, because they fail in a way that is entirely predictable and easy to catch early.
