The City says it attends 93% of reported faults within 24 hours, and the sheer count is what makes that impressive rather than reassuring.
Faced with numbers like those, the natural assumption when a drain backs up is that this is the municipality's mess. Sometimes it is. But the assumption is expensive in both directions, because it leads people either to pay for something that was never theirs, or to wait weeks for a City crew to fix something sitting entirely inside their own garden.
The line is the connection point at your boundary. Every metre of pipe on your property up to that point is yours to maintain, clear and pay for. The main in the street and the connection to it belong to eThekwini. It is a simple rule, and the entire difficulty is that a blockage is underground and looks identical from the kitchen whichever side of that line it happens to be on.
Which is why the inspection chamber matters more than any other feature on a property, and why it is worth knowing where yours is before you need it. Lift the cover and you can see immediately which way the trouble lies. If the chamber is full, the restriction is downstream of it, towards the street and possibly past your boundary. If the chamber is empty and clean while the house is backing up, the blockage is upstream, on your side, between the chamber and the building.
So find your inspection chamber this weekend and make sure the cover lifts. That one piece of knowledge turns a stressful request into a specific one, and it is the difference between a plumber arriving to investigate and a plumber arriving to do a job. If it turns out to be on the municipal side, you want footage and a located depth before you report it, because a report with evidence attached moves differently to one without.

A single blocked toilet or basin cleared with a hand auger is usually one visit and something close to the minimum: a call-out at the trade's guide range of R450 to R650 plus labour from R450 to R850 an hour, both excluding VAT. A main sewer run that needs machine rodding or high pressure jetting is a bigger job because it takes bigger equipment and longer. What changes the price most is not the blockage, it is the access, so say where your inspection chamber is in your request and the figure you get will be a real one.
That the restriction is downstream of all of them, which is actually useful information. When one basin is slow, the problem is under that basin. When the basin, the bath, the kitchen and the toilet all go together, they are telling you they share a problem further along: the gully, the main run across the property, or the connection into the municipal sewer. Nobody should be dismantling a trap under a sink in that situation, and if that is where somebody starts, they have not listened to what you described.

Stop using water anywhere in the house immediately, because every flush and every emptying bath adds to what is already backing up with nowhere to go. Keep people and pets away from it. Then send a request. This is one of the genuine after hours emergencies, because unlike a leak you cannot isolate it by closing a tap, and it gets worse simply from the house being lived in.

On a slow basin caused by soap and hair, sometimes. On anything structural, no, and they carry a cost people do not think about. They do not touch roots, a collapsed section, or a build up of fats in a main run. Meanwhile caustic product sits in the pipe, and if a plumber then has to open that section, somebody is working in it. If you have used any, say so in your request. It changes how the job is approached and it is a safety matter, not a judgement.
Fats, oils and grease more than anything else, and eThekwini names it directly as the problem at the Hillcrest works. Fat leaves a kitchen as a warm liquid, travels a few metres, cools and sets on the pipe wall, and then catches everything that passes it afterwards. After that: wet wipes, which do not break down regardless of what the packet says, and tree roots finding a joint in an older clay run. The first two are entirely preventable and the third is a reason to have a camera down before it becomes an excavation.
Three habits deal with most of it. Fat, oil and cooking grease go into a container and then into the bin, never down a sink, and not diluted with hot water either, because hot water only moves the problem further along the pipe before it sets. Nothing but paper goes down a toilet, wipes included. And if you have mature trees near an older drain run, get a camera down it once rather than waiting, because roots are cheap to deal with early and expensive once they have cracked something open.
